Submission InstructionsThis is a combined synopsis solicitation. This procurement is unrestricted. The associated NAICS code is 112511 with a corresponding small business size standard of $3,750,000.00. The general scope of the project consists of a service contract to perform required manufacturer inspects, the work requested shall consist of furnishing all labor, materials, and equipment necessary to stock 3,600 US Fish and Wildlife Service certified triploid grass carp (Ctenopharyngodon Idella) over ten (10) inches in length and less than sixteen (16) inches in length. Stocking will be at Rays Lake Park, in Seminole County, GA. Delivery shall occur by 31 December 2024. Supplier must be a licensed grass carp dealer in the State of Georgia.Contractor site access will be restricted to the parking lot and warehouse storage facility. Government Furnished Equipment/Government Furnished Parts (GFE/GFP) will NOT be provided, and all parts and equipment shall be provided by the contractor. Requested delivery will be 15 days after receipt of Award. Alternate delivery schedules may be considered. Work shall be in accordance with this specification, whereas any additional parts or labor not included in this specification, must be authorized by the Contracting Officer only. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (MAR 2015) with its quote if not previously listed in System for Award Management (SAM.gov).If the Contracting Officer designates a contracting officers representative (COR), the Contractor will receive a copy of the written designation. It will specify the extent of the CORs authority to act on behalf of the contracting officer. The COR is not authorized to make any commitments or changes that will affect price, quality, quantity, delivery, or any other term or condition of the contract.(xiii) Proposal Submission and Deadline: Submit proposal packages electronically, as described below. The Government cautions Offerors that electronic submissions are not instantaneous and file uploads are subject to system connectivity. Submissions may take several minutes or hours, and Offerors should print confirmation information for their files. If any portion of a proposal received by the Contracting Officer electronically is unreadable, the Contracting Officer shall immediately notify the Offeror and permit the Offeror to resubmit the unreadable portion of the proposal. The method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the Offeror and documented in the file. The resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timeliness under 15.208(a), provided the Offeror complies with the time and format requirements for resubmission prescribed by the Contracting Officer.Offerors are responsible for allowing sufficient time for the receipt of proposal in accordance with solicitation instructions. All proposals received after the exact time specified for receipt shall be treated as late submissions.
