Specifications include, but are not limited to: The investment manager will adhere to the Bond Bank’s investment policy and guidelines and review the policy and guidelines at least annually. The review should include the effectiveness of the current investment strategy given the portfolios tolerances for loss and the current investment climate, as well as recommend methodologies to be used in the evaluation of portfolio performance. The investment manager will be expected to manage funds to meet or exceed the performance of the benchmark for those funds. The investment manager will make investment decisions in accordance with the Bond Bank’s investment policy regarding risk tolerance, investment objective, time horizon, and any special considerations necessary for the custodian account, 2005 reserve, and 2016 reserve. Potential investments are limited to the types allowable by Alaska statutes, Bond Bank bond resolutions and the Bond Bank’s investment policy.
