Combined Synopsis/Solicitation
i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is conducted using FAR Part 13 - Simplified Acquisition Procedures.
(ii) Competitive quotes are being requested under Request for Quote (RFQ) Number W912CN -22-Q-0009.
(iii) This solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular FAC 2022-03, Effective: January 1, 2022.
(iv) The North American Industry Classification System (NAICS) code applicable to this acquisition is 213112, Support Activities for Oil and Gas Operations. The small business size standard is $41.5 million. This procurement is issued as 100% Small Business Set-Aside

(viii) OFFEROR INSTRUCTIONS
The provision at 52.212-1, Instructions to Offerors – Commercial Items (JUL 2021), applies to this acquisition. The Government intends to award a Firm-Fixed-Price contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation is most advantageous to the Government as defined in the ‘Evaluation Factors for Award’ Section below. A complete quote must be received for consideration. Respond to each item listed below, if the response is “None” or “Not applicable,” explicitly state and explain. The Government may consider quotes that fail to address or follow all instructions to be non-responsive and ineligible for contract award. A complete quote includes a response and submission to each of the following:
- General Information: Offeror Business Name, Address, Cage, and DUNS Codes (ensure Representation and Certifications are up to date in SAM.gov), Business Size and Type of Small Business based on applicable NAICS Code as provided above, Federal Tax ID, Primary Point of Contact (to include telephone and e-mail address) and provide a GSA contract number if some or all items proposed are on the GSA schedule.
- Technical Evaluation:
- The quoter shall submit the following:
- Fuel configuration layout that depicts the ability to support multiple simultaneous fuel distribution points in accordance with PWS paragraphs 4.1, 2.4, 2.5, & 2.7. Layout must include the size of the pumps, the number of distribution point (hoses). The capability of speed if which the fuel site will support simultaneous distribution of fuel to multiple army full tankers. Contractor ability to fill a 2500 gallon tanker (time required and contractor/ fuel site ability to fill multiply tankers simultaneous).
- EPA and HAZMAT compliance plan
- Price Quote: The quoter shall submit complete pricing for each CLIN listed in the “Performance Work Statement” Section above to include the unit price and the extended price for each line item and a total price in US Dollars ($).
- Past Performance: The quoter shall complete and return Attachment 4 – Reference Information Sheet.
(ix) EVALUATION FACTORS FOR AWARD: The specific evaluation criteria included are technical, price, and past performance as defined below:
Factor I – Technical Evaluation:

- The Government will evaluate the fuel site layout and site ability to support multiple simultaneous fuel distribution points to determine if the site layout meet the objectives in the PWS.
- The Government will evaluate the EPA and HAZMAT compliance plan to determine if the plan meets the objectives of the PWS.
Factor II – Price: The Government will evaluate the total price to determine if it is fair and reasonable. The price quote shall include a unit price for each item and a total firm-fixed-price for all line items. The total firm-fixed-price shall include all applicable taxes and all associated price as outlined in paragraph (v) above.
Factor III – Past Performance: The Government will use “Attachment 4 – Reference Information Sheet” to evaluate past performance. Each quoter will be rated either favorably or unfavorably based on relevant past performance history. Relevant past performance is considered experience setting up a fixed fuel storage and distribution point with particular emphasis on the experience or capability to do it in an arctic or extreme cold weather environment. In the case of a quoter without a record of relevant past performance history the quoter will receive a neutral rating for this evaluation.
**Basis for Award: The Government intends to award a firm-fixed-price contract to the responsible quoter meeting solicitation requirements, such as terms and conditions, representations, and certifications in order to be eligible for award. The vendor must be registered in the System for Award Management (SAM). The award decision will be based on best value. The Government will conduct an evaluation of technical (Fuel site layout & EPA/hazmat plan) and past performance submissions to determine whether the lowest priced quotation or offer having the highest rating possible represents the best value when compared to any lower priced quotation or offer. The Government reserves the right to resolve quote deficiencies with one, some, or all contractors at its discretion. Additionally, the quote will be evaluated for a fair and reasonable price. The Government reserves the right to award no contract at all, depending on the quality of quotes submitted and availability of funds.
