Specifications include, but are not limited to: The Anchorage School District (referred to as the “District”) invites sealed proposals from qualified persons/firms to perform Subject Matter Expert-Special Education Compliance Consulting Services for the District; It is the purpose of the Request for Proposal to solicit proposals from a professional individual to be a subject matter expert in a wide variety of subjects all pertaining to a school district. The consultant will consult with the District’s highest level of administration. a. Works with ASD and ASD’s legal counsel to develop responses to Department of Justice inquiries and anticipated post settlement work including but not limited to collaboration from Frank Kros Learning Group, NWPBIS, ASD Committee Leads and ASD Dream Team Leadership. b. Works with ASD and ASD’s legal counsel to coordinate responses to state complaint investigations, due process and mediation requests and support of student specific legal issues involving Alaska Disability Rights Center, represented and pro se litigants or complainants c. Completion and analysis of state and federal reporting for special education services, students and programming including root cause analysis and data driven action planning to build district administrative capacity within district personnel; d. Support with procedural directives for special education and regular education staff including capacity building efforts to build an internal IEP facilitation team, provide make-up and recovery services for eligible students, and improve IEP development. e. Support of Section 504 guidance for district personnel f. Provide professional development for district administration, teacher experts and department chairpersons regarding process or substantive IDEA related topics
