1) Are all of the weekday RE class, youth chapel programs, meetings, Sunday RE class, and VBS referenced needed for both Catholic and Protestant or are some of these events combined?
Government Response:
We have two services on Sunday. Catholic and protestant so the RE classes for those will be separate. Other events such as VBS and week-day will be a combination.
2) Also, the CLINS did not change to include the additional meetings that are shown in the answers, should we just combine those additional meetings into one of these CLINS?

The CLINS are stay the same for those actions. The requirments for the classes fall within the deliverables for the associated classes.

3) Is there a schedule where the coordinator has to work inside the base?
Government Response:
Of course. Everything must be done in person. Once awarded the employees can start as soon as possible after making coordination with the Garrison RSO. The latest we would like the employees to start would be OCT. Per the contract, we will need both employees to be present every Sunday morning to teach Children's Church for any children during the Catholic service and Protestant service. They would both need to have proper background checks to work with children. Starting in OCT, there will be a weekly "After-school activity" and community outreach with Price Elementary School from 1300-1500 every Wednesday. There will be a one-day "winter VBS" in the month of DEC and a four-day summer VBS in the month of JUN. There will also be a bi-monthly "Youth of the Chapel" for 6-12th graders from the months of OCT-MAY every Wednesday night from 1800-2000. There will be a weekly 0900-1000 planning meeting every Monday. If employees do not have access to post, they will need to coordinate with the Garrison RSO to get them yearly passes.
4) Is COVID vaccination a requirement for eligibility?

5) Will there ever be a situation where the required activities at the base chapel will exceed the budget of $1,000? If yes, what is the maximum percentage that you can estimate?

The entirety of the contract is for salary. Any monies that will need to be spent for food and any materials will be paid for through the Garrison resource office or through Chapel Tithes and Offering Fund.

This solicitation is being issued as a CSS under solicitation number W9124R-22-Q-0012, which will result in a single-award, firm fixed price contract. The North American Industry Classification System (NAICS) code is 813110 - Religious Organizations with a size standard of $8,000,000.00. The applicable Product Service Code (PSC) is G002 - Chaplain Services.
In accordance with FAR 19.502-2(a), this procurement is automatically reserved exclusively for small businesses and shall be set-aside 100% for small business concerns. Offerors shall submit sufficient technical literature to enable the Government to determine that the proposed item meets or exceeds all of the technical capabilities of the Performance Work Statement. Factors considered to this acquisition has been included within Attachment 1 - Performance Work Statement. Quotes will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis and tradeoffs are not permitted. Award will be made on an all or none basis. An offeror must quote on all items in this solicitation to be eligible for award. Clause 52.212-2 the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government. The United States Army Yuma Proving Ground (USAYPG), Yuma, Arizona is requesting quotes for Religious Education Coordination. The requirement shall provide non-personal services as a contract religious education administration and service as part of the Garrison Chapel programs on Sunday mornings and religious holidays, weekday religious educations children after school program, monthly youth religious education program, a summer Vacation Bible School (VBS), volunteer recruitment and religious education administration and logistics. Additional religious education special events or chapel special events with prior coordination are strongly encouraged. Army Regulation (AR) 165-1 Religious Support, Army Chaplain Corps Activities established the policies, duties, and responsibilities of the U.S. Army Chaplaincy in meeting the Army’s religious, moral, and spiritual requirements.
