Specifications include, but are not limited to: 4.1 Design-Assist/Preconstruction Phase Requirements 4.1-A Provide cost estimating and knowledge of marketplace conditions; 4.1-B Provide project planning, site usage and improvements, and design and scheduling assistance; 4.1-C Provide value engineering and constructability reviews, including determination of design parameters as necessary to ensure the project can be designed and constructed within budget and deadline constraints; 4.1-D Advise the ADOA of ways to gain efficiencies in project delivery and prepare and update a project budget during the design phase; 4.1-E Recommend a schedule for procurement of long-lead items required to meet the project schedule; 4.1-F Recommend methods to be used for selection/award of trade contracts; 4.1-G Organize the project into multiple bid packages if necessary to maximize bidding and scheduling efficiencies; and develop a detailed Preliminary Construction Schedule; 4.1-H Prequalification and selection of select subcontractors to assist during design completion as determined necessary by the team; 4.1-I Assist in the preparation of early bid packages, such as excavation for phased work, if determined to be beneficial by the team; 4.1-J Arrange for early procurement of materials and equipment; if determined to be beneficial by the team; and 4.1-K Develop and submit one or more Guaranteed Maximum Price (GMP) proposal(s) (Additional GMPs may be developed in either the design/preconstruction or construction phases as dictated by the Work). 4.2 Construction Phase Services 4.2-A Execute a Guaranteed Maximum Price (GMP) Amendment, or multiple phased GMP Amendments to the CMAR’s contract with the State; 4.2-B Continue in a partnering role with the ADOA and the Design Professional for the successful completion of the project; 4.2-C Take a lead-role in coordination of efforts with other agencies and utilities, as well as property-owners and residents who may be affected by construction of these projects. The CMAR will be expected to maintain a positive and professional working relationship with all parties throughout the duration of the project; 4.2-D Arrange for procurement of materials and equipment; 4.2-E Schedule and manage site operations; 4.2-F Organize the work to minimize the operations impact and local area disruptions; 4.2-G Manage Safety to minimum OSHA Safety Guidelines and State of Arizona requirements; 4.2-H Coordinate construction operations with the ADOA 4.2-I Prequalify, bid and award subcontracts; 4.2-J Provide and maintain Quality Control (QC); 4.2-K Bond and insure the construction projects; 4.2-L Address concerns with quality; 4.2-M Accommodate requested changes in scope under a contingency; 4.2-N Maintain a safe work site for project participants; 4.2-O Provide training and Operation and Maintenance materials for equipment and materials installed; 4.2-P Provide Warranty phase services; and 4.2-Q When working on-site, contractor(s) and contractor’s staff shall follow all State work policies, procedures, and standards including, but not limited to: 4.2-Q-(01) No smoking, eating, drinking except in designated areas; 4.2-Q-(02) No Illegal substances or No drug paraphernalia; 4.2-Q-(03) Sign in and present positive identification; 4.2-Q-(04) Interact cordially and professionally with State personnel and the public; and 4.2-Q-(05) Park in the assigned areas only.
