The Maricopa County Risk Management Department is seeking proposals from interested and qualified organizations or firms, hereinafter referred to as “Consultant”, with expertise in providing De-escalation training and Train-the-Trainer training, a.k.a. instructor training, using the Verbal Judo techniques of De-escalation, or equivalent methodology. The content should be focused on providing the learner with specific tools, language, and mannerisms on how to de-escalate individuals when interacting with them. The training content should also focus on how to deliver these training techniques to other employees, i.e. County/public sector workers. This program should be tailored from a non-law enforcement perspective and contain no discussion on use of physical violence to respond to a situation.
