The City of Mesa (the City) invites qualified vendors to submit proposals for an Automatic Vehicle Location (AVL) telematics solution aimed at enhancing fleet management capabilities across City vehicles and non-motorized assets, such as trailers. Currently, there are approximately 2,600 City vehicles and equipment. The AVL solution should be capable of not only tracking the location of vehicles but also incorporate telematics data. Telematics data should include information such as vehicle diagnostics, driver behavior, fuel consumption and other operational metrics which are useful for management of the City’s fleet allowing for comprehensive fleet management, predictive maintenance, improved safety and cost. The solution shall encompass hardware, software, installation, integration, training and ongoing support services to ensure seamless operation and maximum efficiency. The goal is to have an enterprise solution that limits the use of multiple AVL systems within the City. The solution should provide comprehensive tracking and monitoring features that meet the following objectives: Real-time Vehicle Tracking: Accurate and real-time location tracking of the City’s fleet. Accuracy: high-precision GPS tracking to provide real-time location updates with minimal latency Coverage: Ability to operate effectively across City’s entire service area, including urban and rural locations. Driver behavior monitoring: Tools and metrics to assess driver behavior, including speed monitoring, harsh braking, rapid acceleration, idling, etc...
