3.1. PURPOSE The City of Phoenix Water Services Department (WSD) requires a preventative maintenance and repair services contract from a Contractor with experience in maintaining operations for Process Blower Fan performance. The purpose of this project is to ensure that the Process Blower Fan Units at WSD facilities provide appropriate air flow to the fifteen (15) aeration basins located at the 23rd Avenue and 91st Avenue Wastewater Treatment Plants (WWTP). The aeration basins are used to treat wastewater through the conventional activated sludge process which allows wastewater to be distributed to the aeration basins through an influent channel. Atmospheric air is then drawn through each inlet filter/silenced and discharged from the Process Blower fans to a main process air header that transfers the compressed air to the aeration facilities. 3.2. PARTS AND MATERIALS REQUIREMENTS A. Contractor will provide the City with labor, materials, equipment, supplies, and transportation to regularly maintain and service the Process Blower fans for the WSD facilities. B. Contractor will provide analysis and recommendation for parts and materials when services are requested by the City. C. Contractor will schedule a materials inspection with City staff prior to replacing any parts requiring service or maintenance. D. Contractor will cover in full any costs to repair to original condition any damage to City equipment or facilities that may occur while transporting/installing parts and/or materials. E. Contractor will maintain the necessary amount of supply in materials and/or parts to maintain optimal performance of all Process Blower Fans. F. Contractor will ensure all parts and materials are sourced from a certified manufacturer of such materials. 3.3. PREVENTATIVE/REPAIR SERVICE REQUIREMENTS A. Contractor will perform all services in accordance with all provisions of this agreement, legal statutes, code requirements, and specifications as stipulated by designated City of Phoenix staff. B. Contractor will provide a written recommendation for prevention planning and/or repair when services are requested by the City. C. Contractor will provide Process Blower Fan preventative maintenance and repair services in accordance with product manufacturer’s recommendations. D. Contractor will assume sole responsibility for means, methods, techniques, procedures, technical knowledge, and safety precautions in connection with the performance of all services as stated in this Scope of Work E. Contractor will be responsible for implementing all final settings and adjustments in accordance with Process Blower Fan parts manufacturer’s specifications.
