A. The scope of work is to survey, inspect and test designated properties for suspected asbestos containing material (ACM) using the procedures outlined in 40 CFR Part 763, Environmental Protection Agency (EPA) Protection of Environment and 40 CFR Part 61, National Emission Standards Hazardous Air Pollutants (NESHAP), and other requirements. The tasks expected of the Consultant are listed below. B. The costs for performing an asbestos survey shall be based on individual site needs, contracted hourly rates and expenses as outlined in this Scope of Work. The Consultant shall be responsible for communicating with the owner/residents at each site to arrange access to the property. The Consultant should contact the City if they are unable to arrange access to the property after three days of the request by the City. The Consultant shall: 1. Ensure the survey is performed by an individual accredited as an asbestos inspector in accordance with the Asbestos Hazard Emergency Response Act (AHERA) regulations, Title 40 Code of Federal Regulations (CFR), Part 763, Subpart E, Appendix C. 2. Identify all ACM as to type, condition, percent of asbestos content, and quantity. The inspection shall be performed in accordance with the requirements of 40 CFR Part 61, Subpart M, and following the AHERA sampling protocol. The purpose of the survey shall be to locate, inspect, assess, and sample all suspect materials where required. 3. Conduct comprehensive walk-through inspections and visual observations of all interior and exterior areas to identify suspect ACM. 4. Collect a representative number of samples to accurately characterize the percentage, type, and location of an ACM present. 5. Assess the friability of and damage to suspect materials.
