Description

The RFP issuing body is the Superior Court of California, County of Contra Costa (Court) a medium sized trial court in California.

Currently, all the fax lines of the Court are traditional analog lines based on transmission technology that uses analog signals over telephone lines to send and receive documents. The process of analog fax is relatively slow, and there are often issues with image resolution and signal interference. Further it is dependent on the service quality of the telephone service provider. The Court has therefore decided to convert all its analog fax lines to digital fax lines for its legal confidential documents. This RFP is for Digital Fax Service. The purpose of this RFP is to solicit and award a contract to a qualified provider of Digital Fax Service.

Minimum Qualifications:

The proposer should have provided Digital Fax Services in last five years to at least three organizations of size comparable to the Court, as of the date of proposal submission. Such services should be the same or substantially like the one described at Exhibit 1: Statement of Work.

Certifications requirements:
a) AES 256-bit encryption is required for uploaded and stored data. Service provider may possess certification from National Institute of Standards and Technology (NIST) or comparable organization.
b) The Service Provider should indicate the uptime of the Data Center used to store the legal and confidential fax documents. This uptime may be certified by Uptime Institute or comparable organization.
c) The proposer must possess government-approved certifications that protect Personally Identifiable Information (PII) such as names, birthdays, social security numbers, biometric
information, addresses, financial information, driver licenses, government-issued ID cards, telephone numbers, etc.
