The proposal shall be enclosed in a sealed envelope addressed to the City of Imperial Beach, California, or if sent by messenger, shall be delivered to Attn: Tony Rolfe, Housing & Neighborhood Services Manager, Community Development Department, 825 Imperial Beach Boulevard, Imperial Beach, California.  The envelope shall be marked on the upper left-hand corner with the name and address of the bidder and bear the words "Proposal for Imperial Beach Pedestrian and Bicycle Safety Program" followed by the date and hour of the bid closing.
