Description

The City of Livermore (City) Community Development Department, Engineering Division is seeking to pre-qualify Contractors for the Flagpole Plaza and Downtown Streetscape Improvements Project CIP No. 202225. The project is located at the intersection of South Livermore Avenue and First Street. This project consists of streetscape improvements to the Flagpole Plaza and six other downtown streetscape corners. Improvements include hardscape, accessibility, landscaping, outdoor seating, tables, shade canopies, and lights. These improvements are located in the City’s downtown core and the majority of improvements will occur adjacent to businesses that will need to be open during construction. The engineer’s estimated construction cost is currently estimated at two million dollars. These improvements will accommodate expanded outdoor dining, provide design consistency in the downtown core and upgrade accessibility. Interested Contractors are invited to respond to this RFQ by submitting a single statement of qualifications (SOQ) for consideration by the City as outlined in the RFQ Package.

NOTICE OF REQUEST FOR QUALIFICATIONS (See complete Notice in RFQ Package Attached)
FOR PRE-QUALIFICATION OF CONTRACTORS FOR CONSTRUCTION OF THE LIVERMORE Flagpole Plaza and Downtown Streetscape Improvements Project CIP No. 202225

NOTICE IS HEREBY GIVEN that the City of Livermore is requesting Contractors submit the Statement of Qualifications (SOQ) for the Flagpole Plaza and Downtown Streetscape Improvements Project CIP No. 202225. The City of Livermore will require that all Licensed Contractors who intend to submit bids for the upcoming Flagpole Plaza and Downtown Streetscape Improvements Project CIP No. 202225 fully complete the Statement of Qualifications (SOQ) documents requested in Section 4 and be pre-approved by the City of Livermore in order to be on the final prospective bidders list. Solicitation for construction bids is expected in October 2024. No bid will be accepted from a Contractor that has failed to comply with these requirements.

SUBMISSION REQUIREMENTS: The Statement of Qualifications (SOQ) shall be submitted in a sealed envelope and plainly marked “CONFIDENTIAL” on the outside of the envelope with “Statement of Qualifications of Contractors for Construction of the Flagpole Plaza and Downtown Streetscape Improvements Project CIP No. 202225” and “Contractors Name” and “Submittal Deadline Date and Time”. No oral, telegraphic, electronic, facsimile, or telephonic submittals or modifications will be considered. Statement of Qualifications received after the scheduled Submittal Deadline will be returned unopened, and those postmarked prior to the Submittal Deadline, but received after the Deadline, will be returned unopened.

Statement of Qualifications applications will not be opened publicly. The City recognizes that the SOQ’s may include proprietary or confidential information and the questionnaires and financial statements shall not be public records and shall not be open to public inspection; however, records of the names of contractors applying for prequalification status shall be public records subject to disclosure per Public Contract Code § 20101(a). SOQ’s submitted as a part of this RFQ will not be returned. The City reserves the right to reject any and all SOQ’s.
