Permanent removal and disposal of five underground storage tanks (USTs), under permit and in accordance with State, County and City requirements, including any remaining contents, all associated piping, fuel pumps, fuel island, and any other UST appurtenances as well as any excavated soil at two City facilities (see below). Prior to removal, remaining contents shall be emptied and remaining combustible vapors in the USTs and pipelines shall be displaced to a level deemed safe by the overseeing fire department. Assistance with confirmation soil sampling will be required. All waste generated during the work, including but not limited to remaining product, scrap metal, excavated soil and other trash and debris, shall be properly disposed under manifest as part of this work. Additionally, all excavated UST and associated pipeline void space shall be replaced with imported fill, placed in lifts with engineered compaction testing. All paving, sidewalks and curb and gutters systems removed during the UST removal process shall be replaced in accordance with City of Novato requirements.
Replacement of one of the USTs with a compliant and similar sized aboveground storage tank (AST) – City Purchased, shall include construction of concrete slab, new AST installation, complete piping connections with the existing diesel-powered generator, fence enclosure, protection bollards and other items or details not mentioned above that are required by the standard specifications, or these special provisions to be performed, placed, constructed, or installed.
Contractor will NOT be required to provide the following: permitting requirements including work plan, private utility identification, confirmation soil sampling and laboratory analysis, and final reporting.
The two City facilities are:
- Novato Police Department, 909 Machin Avenue, Novato, CA.
- Two underground storage tanks (UST) will be permanently removed –
One 10,000-gallon gasoline UST and one 1,000-gallon diesel UST.

- The 1,000-gallon diesel UST will be replaced with a compliant, 1,000-gallon aboveground storage tank (AST) – City Purchased.
- Lieb Property, 1521 Hill Road, Novato, CA.
- Three USTs will be permanently removed – one 500-gallon gasoline UST and two 250-gallon fuel oil USTs.
There will be a mandatory pre-bid site walk for this project on Wednesday, December 11th, 2024.
