Description

The City of Oceanside (City) invites qualified Design-Builders to submit a Statement of Qualifications (SOQ) for the Progressive Design-Build of the Pure Water Oceanside Advanced Water Purification Facility (AWPF) Optimization Project, hereinafter referred to as the Project.
The City began development of the Pure Water Oceanside Program, an indirect potable reuse (IPR) groundwater augmentation program in 2016 and completed Construction on the initial infrastructure, which included construction of the AWPF, conveyance infrastructure, injection wells, and monitoring wells in January 2022. Operation and maintenance of the program has identified several opportunities for optimization of both maintenance and operations of the infrastructure. The City seeks qualified entities to design and build the optimization elements through a Progressive Design-Build Agreement (Agreement).

A mandatory pre-SOQ meeting held on February 20tht @ 9:00 AM. This mandatory meeting will be held at the Jim Turner Conference Room located in the Administration Building at the San Luis Rey Wastewater Plant at 3950 North River Road, Oceanside, CA 92058.
Only Design-Build Respondents (including Prime Contractor and Prime Designer) attending the meeting will be permitted to the submit an SOQ. Although the attendance of subconsultant’s or subcontractor’s is not mandatory, it is encouraged. Attendance at the meeting will be documented with a sign-in sheet at the meeting. It is the attendee’s responsibility to sign-in at the meeting in a clear and legible handwriting. After the meeting has concluded, the attendance sheet and meeting minutes will be included as an addendum to the SOQ.
