2024_CFD - Request for Proposals for Community Facilities Districts Special Tax Admin

The City of Oceanside is seeking proposals to provide consulting services specific to the Administration of Community Facilities Districts, Delinquency Management, and Continuing Disclosure.

The City of Oceanside currently has six active Community Facilities Districts (CFDs), including an improvement area within one of the Districts, one annexable public safety services CFD (Alta Oceanside apartment project), one Fire Services CFD for facilities (North River Farms), and one annexable Fire Services CFD for annual services (North River Farms). A total of six bond series are currently outstanding for three of the CFDs.  Two of the districts with bonds are mainly commercial CFDs (Ocean Ranch Business Centre and Pacific Coast Business Park).
