The City of Santa Clara (“City”) is soliciting proposals from firms to pre-qualify vendors for as-needed asphalt and concrete repair services. It is anticipated that three vendors are needed, however this number may change if it is in the City’s best interest to do so. The objective is to enter into master services agreements based on vendor qualifications and experience. Master agreements will be signed by both the vendor and the City to establish City standards, processes, and technical requirements that are required for every project. When repair work is required, the City will send out a task order to each vendor on the list that describes the work, and also serves as a mini bid for submitting a firm price quote. The award for the required service will be based primarily on the lowest price; however, schedule may also be a factor in the award if the low bidder is unable to meet the City’s timeline requirements. Note that there will not be a rotation schedule that guarantees an equal number of task orders for each vendor. Task orders will serve as private bids and will only be sent to the vendors selected through this process. The winning bidder of each task order will be issued a purchase order that will fund the work and authorize project commencement. Each purchase order will reference the master terms and conditions agreement, task order, payment schedule, etc.
