Subject to the terms and conditions set forth in this Request for Qualifications (“RFQ”), the City intends to create a qualified vendor list (“QVL”) and enter into master agreements for financial advisory services advisors to provide a full range of financial advisory services to the City in connection with the City’s management of its capital and borrowing programs. The master agreements will be for a five year term. As long as services are started within the five-year period, completion dates for said services may extend beyond the five- year term until the task(s) is completed. At such time that services are required, the City may request bids from some or all of the firms on the QVL and may hold oral interviews prior to awarding work. The City, in its sole discretion, will select firms from the QVL that will best meet the needs and circumstances of each project or financing. There is no guarantee that a Respondent will be placed on the QVL or, if placed on the QVL, that any firm will be selected to provide financial advisory services or that they will be included in a City financing. The number of vendors selected for the QVL is at the sole discretion of the City and dependent on the number, quality and final scoring of the Responses.
