SEALED BIDS will be received at the office of the Purchasing Division, 707 W. Acequia, Visalia, California 93291, until
2:00 P.M., on Thursday, November 2, 2023, for the ADA Pathway Improvements from Main Street to Transit
Center, Funded by CDBG Project, which requires the Contractor to have a Class A or combination of Class C
licenses to perform all aspects of the project.
PROJECT COMPLETION: Contractor shall begin work within ten (10) days after receiving the Notice to Proceed and
complete the project within thirty (30) working days after that work begins (mobilization).
PROJECT BUDGET/ENGINEER’S ESTIMATE: The City of Visalia does not provide an Engineer’s Estimate, however
the total approved Project Budget for the ADA Pathway Improvements from Main Street to Transit Center, Funded
by CDBG Project is approximately $500,000 which is an estimate of the total project delivery costs. This project is
supported, in whole or in part, by federal award number B-23-MC-06-0035, awarded to City of Visalia by the U.S.
Department of the Treasury. Federal Funds being utilized for this project are Community Development Block Grant
Funds (CDBG). Bids are required for the entire work.
NON-MANDATORY PRE-BID MEETING will be held at 10:00 AM on Wednesday, October 18, 2023, in the Visalia City
Council Chambers located at 707 W. Acequia Avenue, Visalia, CA.

proposals, bonds, and other contract documents may be requested from the office of the Purchasing Division by calling

please call Purchasing to schedule a day/time to pick up. A flash drive containing the documents can be mailed to you
via U.S. Mail (free of charge). If requesting overnight shipping, please provide a Fed Ex Account number as Contractor
will be responsible for those charges.

PUBLIC WORKS CONTRACT: Bidders/Contractors must be registered with the California Department of Industrial
Relations (DIR). In addition, contractors and subcontractors must be currently registered and qualified to perform public
work pursuant to CLC section 1725.5 to be qualified to bid, be listed in a bid proposal, or perform any public work for the
City. Proof of registration for each contractor and subcontractor is required to bid.
This project will be subject to all applicable Federal and State Wage Determinations. The Contractor will be responsible
for paying Federal and State wages from the determinations for all trades. The wages are set forth in the General
Prevailing Wage Rates for this project, available at City of Visalia address and available from the following website links:
http://www.dir.ca.gov/dlsr/PWD/index.htm and http://www.wdol.gov/dba.aspx#0. Awarded Contractor will be required to
furnish electronic payroll records for project to the Labor Commissioner. The Contractor must ensure that employees
