23-052 - Homeless Navigation Center

The County of Tulare is seeking proposals from qualified non-profit 501(c) organizations interested in developing and operating a 24-hour, low barrier shelter for literally homeless people following the “Housing First” approach and resulting in exits to housing. Other entities may apply in partnership with eligible nonprofits in order to submit a compelling project. Proposers are encouraged to partner with other entities to raise the level of expertise presented in their proposal. The Tulare County Board of Supervisors (County) has directed the one-time use of American Rescue Plan Act (ARPA) State and Local Coronavirus Fiscal Relief Funds (SLFRF)in the amount of $1,000,000 (one million dollars) in support of this activity.
