The Port of Oakland (“Port”) is soliciting Statements of Qualifications (SOQs) from qualified consulting firms for providing “on-call” construction management (CM) services for federally-funded projects. The firms selected will provide CM services for various Port construction projects for a three-year period with two one-year options to extend.
This RFQ is being issued concurrently with the Request for Qualifications (RFQ) for On-Call Construction Management Support Services for non-Federally Funded Projects at the Port of Oakland. The Port intends to select multiple firms to provide CM Services, some of which will be subject to Federal Disadvantaged Business Enterprise (DBE) provisions incorporated into this RFQ, and some of which will be subject to the Port’s Non-Discrimination and Small/Local Business Utilization Policy (NDSLBUP). Qualified consulting firms may submit SOQs for both RFQs, however, the Consultant selected under this RFQ is precluded from being selected for the Construction Management Support Services for non-Federally Funded Projects at the Port of Oakland contract. If a firm is highly ranked under both RFQs, Port reserves the right to select which contract that firm will be eligible for. Individual Technical Service Orders (TSO) will be issued for CM assignments on a project-by-project basis. The contract period will be three years with two one-year options to extend. The budget for all consultant CM work described by both RFQs is expected to not exceed $26,000,000 for all contracts over the initial 3 year term.
