County of Shasta (“County”) is seeking qualified providers of architectural and engineering services for design and construction review services (the “Services”) as described in this Request for Proposals (RFP) to move the existing Veteran Services Office (VSO) from its current location at 1855 Shasta Street to 1880 Shasta Street, Redding. Remaining space at 1880 Shasta Street to be remodeled for another County Department (to be determined). The vacated VSO space is to be remodeled for District Attorney (DA) purposes.

This RFP is intended to establish the specifications, terms, and conditions governing the selection of a firm to provide the Services to the County. All proposals shall be in the form and format specified in the RFP section entitled “Proposal Format and Content.”

A site visit is scheduled for June 6, 2023, at 1:30 p.m. to allow proposers access to inside the facility at 1880 Shasta Street. Meet in parking lot behind building. Attendance is not mandatory, but proposers are encouraged to attend if possible. This is the only time access will be provided.

Additional Bidding Instructions

Pages in the proposal shall be typed and single-sided with the maximum number of pages of proposal information (excepting cover sheet, index sheet, blank pages, and table of contents) to be limited to 15 pages. Only the specifically requested information shall be submitted. If proposer recognizes a more efficient method of accomplishing a specific task or item, proposer's fees shall reflect County’s requested work and the cost increase/savings for the more efficient method shall be noted separately.

Additional Bidding Instructions

Present in a separate envelope an estimated fee for consulting services as described in the scope of work. Break down the fee into labor, subcontractor fees, if any, and expenses. Fees shall include all tax, mark-ups, overhead, and profit. The cost estimate should be broken out into time estimates and costs for each task identified in the scope of work. The agreement shall provide payment for the work up to a not-to-exceed amount.
