Specifications include, but are not limited to: The County of San Diego is seeking Statements of Qualifications (SOQ) from firms interested in providing As-Needed Appraisal Services (“Offerors”). Offerors found to be qualified as a result of this RFSQ (“Qualified”) will be placed on a standing list of qualified firms for Right-of-Way Appraisal Services, Commercial Appraisal Services, Parks/Open Space/Mitigation Appraisal Services, Airport Appraisal Services, and/or Cell-Site/Telecommunications/Radio Vault Appraisal Services for a duration of three (3) years. The Department of Public Works’ (DPW) Capital Improvement Program constructs roads, sidewalks, drainage, and bridge infrastructure in the County of San Diego. This appraisal category responds to DPW’s need for the appraisal of the necessary property rights to construct these public improvement projects. It is understood that these appraisals are prepared for properties, or property interests, acquired by the County under threat of eminent domain. The Firm must have appraiser(s) that are either designated Member(s) of Appraisal Institute (MAI) or International Right of Way Association Senior Right of Way Professional (SR/WA) or Right of Way Appraisal Certification (R/W-AC), and appraisers with these designations, MAI, SR/WA, and R/W-AC, must have a California Certified General Real Estate Appraiser License (AG).
