The County of Los Angeles (County) Department of Regional Planning (Department) is seeking highly qualified consultants (“vendor” or “contractor”) to enter into Master Agreements with the County to perform as-needed planning consultant services for the following categories: • California Environmental Quality Act (CEQA) Documentation • Historic and Cultural Preservation • Economic Development /Economic Impact Analysis • Biological Studies • Health Impact Assessments • Climate and Sustainability • Transportation/Parking Studies; 2.1.1 CEQA Documentation • Conduct research, prepare studies, technical reports, and CEQA analyses using best practices in CEQA accordance with applicable regulations, industry standards, and County procedures. • Focus on the development of CEQA analyses for long range planning projects, such as plans and ordinances. • Whenever possible, guide the development of self-mitigating plans as an alternative to mitigation measures. • Develop a project management approach, a work plan, and a schedule with clear deadlines and specific action items or deliverables. • Attend a kick-off meeting with Department staff (“staff”) to receive an overview of a proposed development project, to discuss County processes and expectations, and to discuss the work plan and schedule...
