Specifications include, but are not limited to: Contractor shall operate an outpatient behavioral health program and provide a full range of outpatient diagnostic and treatment services for California Work Opportunity and Responsibility to Kids (CalWORKs) Welfare-to-Work (WTW) participants. There shall be six regional centers to treat mental health barriers to employment of CalWORKs WTW clients. The purpose is to remove mental health barriers to employment, increase employment readiness, and improve mental health to enhance participation and success in WTW activities. Contractor shall utilize best practices in mental health treatment which is defined as a compilation of evidence-based, promising, and emerging practices. Contractor shall deliver a clear and consistent “Work First” message that emphasizes the importance of personal responsibility and family self-sufficiency through paid employment. Services shall include mental health treatment; individual and group counseling; medication management; psychosocial rehabilitation services; domestic violence counseling and supports; education services; case management; co- occurring services; mobile assessment and consultation services; and outreach as indicated. Services provided at designated Welfare to Work sites, office/clinic settings, home, or community, as well as leveraging telehealth as appropriate. Behavioral health care provided by the Contractor shall be: • Client and Family Centered • Individualized • Clinically Effective • Outcomes Driven • Culturally Competent • Gender Specific • Trauma Informed • Developmentally Appropriate • Inclusive of Evidence-Based Treatment Practices and Recovery Service Approaches
