INTRODUCTION
The U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO), San Francisco Field Office is conducting market research to assess the availability and capabilities of qualified small business vendors to provide secure, commercial kenneling services for government-owned working canines in support of the CBP Canine Enforcement Program (CEP).
This Request for Information (RFI) is issued in accordance with FAR Part 10 – Market Research. It is not a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ). Responses will be used for informational purposes only to help shape the Government’s acquisition strategy.
DESCRIPTION OF REQUIREMENT
CBP requires secure commercial kenneling for a minimum of 1 and a maximum of 5 CBP-owned working canines, within a 25-mile radius of the following two locations:
- CBP EB Trade
- CBP East Bay Tactical POE
700 Maritime Street, Oakland, CA 94607
Kennel facilities must meet strict security, hygiene, access, and isolation standards. Key requirements include:
- One dog per run, with physical barriers between runs
- 24/7 secure access for CBP handlers (retrieval within 10 minutes)
- 24/7 video surveillance and secure fencing
- Sanitation and disinfection procedures compliant with veterinary protocols
- Staff on-site 6:00 AM to 7:00 PM, 7 days a week
- Compliance with the Animal Welfare Act (9 CFR 3.1 & 3.11)
- Adherence to CBP’s National Canine Enforcement Handbook (HB 3200-07B)
A detailed Statement of Work (SOW) will be provided in any follow-on solicitation.
INFORMATION REQUESTED
Interested vendors should provide a brief capability statement (no more than 5 pages) responding to the following:
- Company Name, Address, Point of Contact, Phone Number, Email Address
- Are you registered under NAICS 812910? If not, what NAICS do you operate under?
- What is your small business designation (e.g., SB, WOSB, SDVOSB, HUBZone)?
- Does your kennel meet the 25-mile radius requirement from both listed CBP sites?
- Can your facility house up to 5 dogs individually, with physical separation from other animals?
- Do you currently possess all required state/local kennel permits and liability insurance?
- Are you equipped with video surveillance, fencing, and on-site staff per CBP standards?
- Do you comply with the Animal Welfare Act and CBP canine handling standards?
- Does your team have experience working with law enforcement or military dogs?
- What is your current facility capacity and kennel layout?
- Do you have any comments or concerns regarding the anticipated requirements?
