Specifications include, but are not limited to: A. The City has a very desirable space of approximately 227 square feet located at the corner of Oak and Third Streets in Downtown Brentwood (the “Café”), and in close proximity to the Brentwood Library (“Library”) entrance, that it is available to lease for the provision, management, and operation of food and beverages services. The Café has its own separate entrance from Oak Street, as well as an exterior courtyard with outdoor seating, which would allow the Café to operate outside of normal Library hours. The Café has direct visibility from the outdoor plaza. City Hall is located directly across the street with 100+ employees. The Library and Liberty High School are also close. This is a desired location to cater to downtown Special Events (see photos attached as Exhibit B). The Café has a convenient walk-up service window for transactions. The intent of the Café, the plaza and the courtyard, is to create a gathering space for the community that enhances the Library patron’s experience and complements a variety of uses in surrounding spaces and downtown Brentwood. The Café must offer a menu that focuses on foods that require primarily warming, cooling or finishing on site, such as soups, salads, sandwiches, pastries, coffee and juices, as opposed to foods that need to be fully cooked on site. Per the Contra Costa County Health Department, a microwave and one other piece of heating equipment (e.g., toaster oven) are acceptable for the purpose of heating foods or beverages, provided in a manner that is suitable for the Café space. The Café building and all equipment within it are subject to City building inspection approval. The Café may also offer catering services for the public or private community room. Alcohol sales are prohibited. Set hours must be posted, hours of operation are flexible but the café must be open five days a week for a minimum of six hours a day and subject to approval from the City.
