PERFORMANCE WORK STATEMENT (PWS)
1.0 GENERAL
1.1 Introduction
(1) The Civil Engineering Corps Officer School (CECOS) at Port Hueneme, CA provides customer-oriented quality educational services through progressive instruction and the innovative uses of resources in leadership, government facilities, Life cycle management (planning, construction acquisition, environmental management, and energy management) and Seabee construction management.
(2) The mission of CECOS is to provide quality engineering facilities management, environmental and conservation training to selected personnel in order to enhance skills at the basic, intermediate, and advance levels in order to prepare personnel in their designated specialty or field.
1.2 Background
(1) The Civil Engineering Corps Officer School (CECOS) provides training for Navy military and civilian personnel to perform their jobs in a manner which complies with Federal, State, and local environmental laws and regulations and with Navy policy. This training course is included in the NCF CPO Management Course to provide foundational leadership and management skills to newly advanced Chief Petty Officer to enhance their leadership skills needed to perform their duties as Senior Enlisted leaders within various assignments within Naval Construction Force.
1.3 Scope
(1) The Contractor will provide instructors and all electronic seminar course and material to teach a fundamental of effective public speaking and executive writing to support naval writing guidance. The 2-day course of instruction will be offered twice a year once at Naval Civil Engineer Corps Officers School, located in Building 1444 on Naval Base Ventura County, Port Hueneme, CA and the other at Naval Construction Battalion Center, Gulfport, MS. Each offering will consist of approximately 36 Naval Construction force Chief Petty Officer. Each offering is scheduled to be taught in-person each day from 0830 to 1700. The US Navy will need to pay the tuition for each student and provide all necessary audio/visual equipment to deliver the training.
1.4 Non-Personal Services and Inherently Government Functions
(1) This contract is a "non-personal services contract" as defined in FAR 37.101. It is, therefore, understood and agreed that the contractor and/or the contractor's employees and subcontractors: (1) shall perform the services specified herein as independent contractors, not as employees of the Government; (2) shall be responsible for their own management and administration of the work required and bear sole responsibility for complying with any and all technical, schedule, or financial requirements or constraints attendant to the performance of this contract; (3) shall be free from supervision or control by any Government employee with respect to the manner or method of performance of the services specified; but (4) shall, pursuant to the Government's right and obligation to inspect, accept, or reject the work, comply with such general direction of the Contracting Officer, or the duly authorized representative of the Contracting Officer, as is necessary to ensure accomplishment of the contract objectives.
Inherently Governmental Functions are prohibited on this contract. It is, therefore, understood and agreed that the contractor and /or the contractor’s employees and subcontractors shall comply with the requirements of FAR 7.5 to ensure Inherently Governmental Functions are not performed under this contract.
