The County of Fresno on behalf of the Department of Behavioral Health (DBH) is requesting proposals from qualified bidders to provide a Children’s Continuum of Care program. Full-Service Partnership (FSP) including Outpatient (OP)/Intensive Case Management (ICM) services shall be provided to children ages 0-10 who meet specialty mental health criteria, present with severe impairment resulting from a diagnosis of Serious Emotional Disturbance (SED) as set forth in the California Welfare and Institutions Code (WIC), section 5600.3 (a). In addition, identified child’s siblings, caregivers, and other significant support persons involved in the well-being of the child enrolled in FSP services may receive specialty mental health services (SMHS) from this program, while the child is enrolled in the FSP program, to optimize the child’s ability to reach wellness and recovery. Children’s Continuum of Care shall work with children who experience a range of symptoms impacting their functioning in various domains such as school, home, and within their communities and families. Children may experience or be on the path of experiencing involvement in the juvenile justice system, trouble in school and/or difficulties in home life.
