The City is seeking a qualified and experienced consultant team to prepare a comprehensive General Plan Update, Climate Action Plan, and Program EIR, The Housing Element received HCD certification in 2022 and it is expected that the existing Housing Element will be incorporated into the updated General Plan. While the General Plan Update will not entail any direct work on the Housing Element, all other elements including but not limited to the Land Use Element, must align with and support the goals of the Housing Element. B. The City expects the updated General Plan to be prepared in a layout that is user-friendly and engaging. It should be easy to read and understand by non-technical stakeholders, incorporate graphics, and should not rely on user guides or external reference material. The General Plan should be action-oriented and focus the user's attention on feasible strategies and attainable goals that can be monitored for effectiveness during implementation. C. The General Plan Update must be prepared in conformance with the California General Plan Guidelines and meet all applicable legislative requirements. The City anticipates a scope of work that segments the General Plan Update into several distinct phrases or components. The City has formulated this scope of work as an initial framework for consultant responses. Consultants are expected to develop a scope of work that considers this initial framework, while incorporating their own best practices and recommendations. The City welcomes innovative strategies that can yield the best possible project outcomes and is open to considering the consultant's professional expertise and proposals for alternative approaches.
