The City of San Buenaventura is seeking proposals from consulting professionals with significant experience with collecting parking occupancy and utilization data within Downtown on- and offstreet parking systems. The City is especially interested in learning the level of demand for parking Downtown, areas of deficit and surplus, and best practice metrics on the use of parking. The City currently estimates a total of 1000 on-street parking stalls and 1500 off-street parking stalls in 12 Downtown Lots located within the Downtown Parking Study Area See Figure A). This work will consist of several elements. These will include: a. On-street Inventory: Validating and refreshing the on-street parking inventory within the defined Downtown Parking Study Area. The inventory will be cataloged by location on block faces and by type of stall (e.g., 2 Hour, Loading Zone, ADA, etc.) b. Off-street Inventory: Validating the supply of usable (generally striped) stalls in each of 12 Downtown off-street parking lots within the Downtown Parking Study Area. c. On-street Data Collection: Conduct a comprehensive occupancy and utilization study of all on-street stalls in the Downtown Parking Study Area. This will require the hourly recording of license plates for vehicles parked within the onstreet inventory Downtown. Observations will occur over 12 consecutive hours (9 AM – 10 PM) on a Thursday and a Saturday each for the months of January and February 2025.
