1. OVERVIEW. The County of San Diego (County) has a requirement for executive office security and protection services. Agents will provide vehicle transportation to and from a principle’s residences, office meetings, events, social gatherings and ad hoc locations. Awarded company will also provide close protection agents to escort the principles during these times. 2. GENERAL REQUIREMENTS. 2.1. Security services shall include advance preparation and planning, timely information, knowledge of area customs and culture, liaison with local authorities, and use of highly trained professionals. 2.2. Personnel shall assess venue risk, transportation routes, itinerary integrity, and calmly adjust to changes. 2.3. Personnel shall complete rigorous training, testing, and background checks. 2.4. Security services shall be seldom seen but always present, as opposed to the “mob” effect of protection (i.e., security that seeks to smother or cover the protected person with a physical presence). Method will be adjusted accordingly based on lifestyle, personality, and specific needs of the principle. 2.5. Contractor shall provide a single point of contact to access and manage all aspects of agent operations to fully optimize services, including coordinating the efforts of third-party vendors and providing detailed performance analysis and accessing any relevant global network of intelligence resources. 2.6. Contractor shall provide protective intelligence operations to obtain location-specific intel in near real-time, alert when and where impending threats may occur, make more accurate decisions to minimize business disruptions, gain insights to be more proactive and less reactive to responses, and adjust contingency plans as situations continually evolve. 2.7. Contractor shall coordinate with local, state, and federal law enforcement agencies with providing armed security for a public official for the purpose of deconfliction, when appropriate. 3. SPECIFIC SERVICE REQUIREMENTS. 3.1. Two (2) Agents shall be assigned to one (1) principle. 3.2. One (1) Agent shall be assigned to drive the principle’s vehicle and/or rental vehicle. 3.2.1. Preferred rental vehicles shall be a luxury SUV or luxury minivan to allow for more cabin space. 3.3. Agents shall be plain clothed, suit and tie, or business casual when Carrying a Concealed Weapon (CCW). 3.4. Assigned Agents will be former Law Enforcement/Military with knowledge of local laws, regulations, locations, crime stats, areas of concern, threats and defensive tactics. 3.5. One (1) Intelligence Support Analyst shall assist with services referenced herein. 3.6. In the event services shall be terminated for convenience by the County, the County shall provide contractor with a minimum of forty-eight (48) hours’ notice that services will be cancelled, and security detail shall be removed from the principle(s) at a specified date and time.
