1. Provide college/vocational courses to the youths housed at Orange County Juvenile Hall (JH), Youth Guidance Center (YGC), and Youth Leadership Academy (YLA) with the goal of assisting the youth to obtain an associate degree or vocational certificate. 2. Provide in person/on site instruction at JH, YGC, and YLA and online courses, as permitted by the County. 3. Provide a college/vocational counselor to work directly with each youth and help create a road map of classes each youth should complete to fulfill their individual goals. 4. Assist youth with applying for financial aid including, but not limited to the Federal Student Aid (FAFSA) and Pell Grants. 5. Courses should include, but not limited to: Automotive, HVAC, Plumbing, Electrical, Culinary, Truck Driving, Welding, Computer Coding, Medical Coding and Barber/Cosmetology. 6. Provide a transitional counselor/advocate to work with youth prior to release and upon release to assist with continuance of education, transportation to college campus, help with enrollment/transfer to Cal State or UC, and employment such as placement options, internships or apprenticeships. 7. Provide an adequate level of qualified personnel to provide educational services-college/vocational to the target population. Personnel should have the appropriate certification to teach at the level of instruction offered. 8. Cover costs of textbooks, labs equipment and participation, and any other expenses reasonably related to the offered course that are not otherwise specifically covered by Probation as specified below in Paragraph E. 9. Provide the youth priority enrollment in all classes. 10. Provide class during regular school hours of 8 a.m. to 2 p.m. and shall provide classes outside of these hours, upon request by the County. 11. Provide onsite tutoring up to three times a week, as requested by County. 12. Ensure academics standards meet transfer guidelines. 13. Be culturally competent, and based on participant needs, provide classes and any program materials in English, Spanish and Vietnamese. 14. Appoint a Project Manager to act as a point of contact and oversee the daily operation of the program. 15. Report data as described in Section III, Scope of Work, Paragraph F.
