Specifications include, but are not limited to: OC San currently implements a time-consuming mustering hardware which consists of antiquated Motorola barcode scanning hardware with a Lenel OnGuard software badging system. During evacuation and mustering, data from barcode scanners must be uploaded to a laptop device which is assigned to Information Technology (IT). Currently, OC San utilizes eleven (11) assembly points between two (2) wastewater treatment facilities. The process of delivering scanners to a central point for uploading along with the cross-referencing data with the data taken from Lenel OnGuard is time consuming and is not an efficient method of tracking individuals if a significant emergency were to occur. OC San seeks to update and modernize its emergency mustering technology (the “Project”). This Project will replace OC San’s current system with another that allows for tracking and reporting of personnel, contractors, and visitors in real time during an emergency of any size or scope. Consultant shall update OC San’s mustering capabilities with software capable of synchronizing with the existing Lenel OnGuard access control system. Mustering software shall be cloud based with the capability of providing offline synchronization so that it can be deployed anywhere within OC San’s area of responsibility.
