Specifications include, but are not limited to: 1. The California High-Speed Rail Authority (Authority) is issuing this RFQ to receive Statements of Qualifications (SOQs) from qualified firms (Offerors) for Environmental Services for the Merced to Fresno project section. The purpose of this RFQ is to award one contract to the successful Offeror (Consultant) to provide environmental services, including but not limited to, CEQA/NEPA documentation, environmental re-examination and/or reevaluation, permitting, and environmental compliance during construction, for the Merced to Fresno project section. The project section is as defined in the 2012 Merced to Fresno certified Environmental Impact Report/Environmental Impact Statement (EIR/EIS) and as revised by any supplemental environmental reviews (such as addenda, reevaluations, reexaminations or any other supplemental environmental documents or approvals). By way of example, the Authority is environmentally evaluating a proposed relocation of the approved Merced at-grade station north to an elevated station at R Street. The Consultant will be responsible for providing environmental services to any future, proposed refinements to the Merced to Fresno project section or its boundaries. 2. This procurement consists of evaluating SOQs and Discussions in response to this RFQ with the intent to award an Agreement to a successful, responsive, qualified Offeror whose qualifications conform to the requirements of this RFQ and are considered the most qualified by the Authority. The Offeror the Authority considers most qualified shall be the Offeror ranked “1” (top-ranked Offeror) pursuant to such evaluation (see Section 6 of this RFQ). 3. The selected Offeror may be working with the Federal Railroad Administration (FRA), Surface Transportation Board, California Department of Fish and Wildlife, U.S. Fish and Wildlife Service, U.S. Army Corps of Engineers, California Public Works Board, California Department of Transportation (Caltrans), California Department of General Services (DGS), other partnering agencies and/or federal agencies, and Authority contractor(s)/consultant(s).
