This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This combined synopsis/solicitation is issued as a Request for Proposal (RFP) FA4610-24-R-0010.
Offerors who have shown interest, submitted capability statements, and will be submitting a proposal must request a copy of the Prioritized Monitoring List (PML). Please submit your request for a copy of the PML to: janice.kleitsch@spaceforce.mil and linda.seipel@spaceforce.mil. Offeror's shall provide their email address. The PML will be sent through the Government's SAFE site at: https://safe.apps.mil. The SAFE site email you receive will provide you with a passcode to retrieve your document within a specified time.
The solicitation and attachments for the Geolocation Global Support Services have been posted to SAM. The Government anticipates awarding without discussions.
GGSS is to provide S4S Electro Magnetic Interference (EMI) Managers and supporting elements with EMI Resolution Services. These services shall include bandwidth monitoring, EMI notification, geolocation, aid in resolution, and space situational awareness. The Contractor shall be capable of providing 24 hours/7 days per week/365 days per year services in C (4 – 8 GHz) and Ku (12 – 18 GHz). When ‘all bands’ are referenced in this PWS, see tables provided under paragraph 10. The Contractor shall accomplish continuous bandwidth monitoring services for government-leased bandwidth on commercial satellites and bandwidth on Military Satellite Communication (MILSATCOM), including bandwidth identified by the Combined Space Operations Center (CSpOC). The Contractor shall provide timely EMI notifications and responses to assist the government in resolving interference events. Additionally, the Contractor is required to operate and maintain an approved Secret Internet Protocol Router Network (SIPRNet) voice and data system, as well as other S4S-approved secure voice and data systems to achieve timely transmission of classified
data. The Contractor shall provide a Hyper Text Transfer Protocol Secure (HTTPS) web portal capable of providing S4S timely and complete unclassified situation awareness of all assets being monitored to accommodate Contractor and government real-time communication and sharing of digital data products.
