Specifications include, but are not limited to: work as an active partner with the County to develop strategies and resources to enhance the quality of the care provided. The County will work with the awarded Bidder to support the success of the Early Learning Center to the best extent possible; The Hayward Early Learning Center is designed to serve children of the County of Alameda staff and families in the community. A minimum of ten percent (10%) spaces must be reserved to prioritize the children of the County of Alameda employees. Other populations should be prioritized as follows: Children of County employees who work in the building where the Center is located; Children of any County employee; and Children from low-income families in the community Parking provisions. On-site paid parking is available at the Center for the staff of the Early Learning Center. Currently, there is an eighty-four ($84.00) dollar monthly fee for each space paid by the Contractor, for parking privileges for ten (10) employees at the Center. An additional three (3) spaces can be made available, as needed and held for a new Contractor. Parents of children who are enrolled in the Hayward Early Learning Center are currently given a half-hour window to access the parking area for pick-up and drop-off of children. The County pays the cost of these limited parking privileges. The County provides the level of security required for the building. The Early Learning Center has additional security. Each family is given two card keys that they use to get in and out of the Center. Access and distribution of card keys is the responsibility of the Contractor's staff at the Center. The Center charges a deposit for the card keys. Hours of Operation: The Center's hours of operation will be Monday-Friday, 7:00 a.m. to 6:00 p.m. The Center will be closed on County holidays unless separate arrangements are made by the Contractor to serve enrolled community families on any of these days: New Year's Day Martin Luther King Jr's Birthday Lincoln's Birthday Washington's Birthday.
