A. Provide subscription to services to a Health Information Exchange (HIE) system through a CHHS-approved QHIO. B. Provide development and ongoing support of data exchange between the QHIO, the County’s two electronic health record systems, Cerner and NaphCare and other sources of data. C. Support future compliance with Trusted Exchange Framework and Common Agreement (TEFCA). D. Support for the transfer, use and presentation of all defined data elements required by regulatory requirements such as BHQIP and CalDxF, and comply with all related security and privacy standards and protocols and practices. E. Support the development and use of Consolidated Clinical Document Architecture (CCDA), Fast Healthcare Interoperability Resources (FHIR) Application Programming Interface (API), with access to patient/client and provider data. F. Support Health Level 7 (HL7) messaging standards for all clinical and administrative health data sharing. G. Deliver as a SaaS (Software as a Service) application and allow scalability to allow for optimal system performance and capacity management. H. Support a robust patient identity management system. I. Support the use of consent management indicators. J. Use database and network architecture that is secure, robust, scalable and modern.
