Specifications include, but are not limited to: a) Work with HCD-DRS and the Program Management System vendor to build/design/ public web portal for the program and Program Management System user interface (UI) at the ReCoverCA website, b) Support HCD in deployment of additional technology services, as needed, for program operation including, but not limited to RecoverCA website design and deployment and construction cost estimating software if needed, c) Assist HCD-DRS with drafting Program Policies and Procedures, and keeping them updated, d) Conduct Tier 1 environmental reviews for potential project areas, e) Plan, conduct and document marketing and outreach to potential applicants working with local governments, non-profit groups, and local resident run recovery groups, f) In keeping with approved Program Policies and Procedures, write and conduct survey for potential applicants to determine universe of potential applicants.
