The County of Fresno on behalf of the Department of Behavioral Health (DBH) is requesting proposals from qualified bidders to provide evidence-based Specialty Mental Health Services (SMHS) and Housing Supportive Services for No Place Like Home (NPLH) and other permanent supportive housing developments throughout Fresno County.. The County of Fresno on behalf of the Department of Behavioral Health (DBH) is requesting proposals from qualified bidders to provide evidence-based Specialty Mental Health Services (SMHS) and Housing Supportive Services for No Place Like Home (NPLH) and other permanent supportive housing developments throughout Fresno County. The final recommendation for the award will be at the discretion of the County to one or more qualified bidders. The selected bidder(s) will provide comprehensive assessments, outpatient SMHS and housing supportive services as indicated in the Scope of Work using an acceptable evidence-based practice (EBP) service delivery model, based on individual needs. While a comprehensive menu of EBP service delivery models shall be available to persons served, it is the intent of DBH that all persons served, upon entering supported services, will be engaged by treatment providers utilizing the Critical Time Intervention (CTI) model. The selected bidder(s) will be required to work in close collaboration with DBH, property management, and all necessary community-based organizations to implement the services as indicated in the Scope of Work. Individuals targeted to receive services will be Chronically Homeless, Homeless, or At-Risk of Chronic Homelessness with complex and long-term social and mental health conditions. Each individual’s history of homelessness and lived experience will require an individualized approach for the assessment of strengths, needs, goals, and development of the individualized service plan. Services will be provided in accordance with all required guidelines and regulations, including but not limited to Mental Health Services Act (MHSA).
