A. Conduct an evaluation to assess whether MHSA and BHSA funded programs under all categories of funding are meeting programmatic goals and quality metrics. B. Evaluate and analyze community assessments conducted by the Medi-Cal Managed Care Plans (MCPs) and local health jurisdictions and use these findings in the development of the integrated plan. C. Develop three-year integrated plans and annual updates inclusive of all county behavioral health funding sources to include allocations, expenditures, unspent funds, admin costs, outcomes, workforce, etc. across all sources of funding, including, but not limited to BHSA, 1991 and 2011 Realignment, grants, county general funds, and other sources of funding. D. Utilize existing evaluation tools under MHSA and develop and implement an evaluation infrastructure that meets BHSA requirements, including data collection tools and processes, to capture evaluation data aligned with State requirements and County-specific needs. 1. Phase 1 of the project is to identify extant data sources, determine local and state metrics for measurement including but not limited to Evidence-Based Practices within and across programs/project types, and develop an Evaluation Plan. 2. Phase 2 of the project is to build data collection tools (quantitative and qualitative) that will capture project implementation and impacts and train providers on the use of evaluation tools. 3. Phase 3 of the project involves analyzing and compiling all collected data as part of the newly built and implemented evaluation infrastructure for BHSA and developing the annual Behavioral Health Outcomes Accountability Transparency Report (BHOATR) and the Integrated 3-Year Plan findings reports in alignment with Mental Health Services Oversight and Accountability Commission (BHSOAC) regulations.
