undertake independent safety analysis of railway systems that verifies, through an independent certification process, and an independent safety assessment in accordance with EN 50126, EN 50128 and EN 50129, that the System that is delivered into revenue service is safe and reliable for passengers, employees and the general public, as noted in Proposition 1A. Railway systems will include all operational railway systems, including trainsets, track, signalling and train control, communications, traction power and overhead line catenary systems. Risk-based hazard management will begin at the system level and flow-down to subsystem or site-specific levels, as appropriate, to capture relevant information and sufficient detail to inform appropriate input to the hazard analysis process. This risk-based hazard management is the responsibility of the Authority or its designated representative, but subject to review by the Independent Safety Assessor. The Authority seek to appoint a competent experienced independent safety assessor team with organizational systems and approvals that demonstrate organizational competency and capability in the field of independent safety assessment. The successful ISA consultant will provide the Authority with competent individuals with significant relevant experience of rail system delivery projects of similar size, scope, and complexity.
