Specifications include, but are not limited to: • The vehicle shall be used as a paratransit vehicle providing transport for: o Two inmate passengers, one custody staff driver, one custody staff front passenger o Two wheelchair bound inmates • The conversion of the vehicle shall not affect the OEM vehicle warranty for components and systems not modified by the awarded Vendor. • The Vendor may be required to provide documentation to substantiate that the converted vehicle complies with all applicable federal and state rules, laws and regulations including Federal Motor Vehicles Safety Standards in effect at the time of conversion. • All materials and construction methods employed by the awarded Vendor shall be commercial grade and approved by Ford. • The conversion shall include, but not limited to: o Addition of a flat floor, except for the rear wheel wells, with polymer (vinyl) floor covering and retractable/self-retracting securement devices, Q-Straint or equal, for two wheelchairs o ADA compliant access and accommodation for two wheelchair bound inmate passengers o ADA compliant power wheelchair lift mounted at the rear door area, to include one remote that controls the lift. The hydraulic pump for ADA lift needs to be on the right side of the lift (Passenger Side). Due to vehicle having blower AC fan on driver side floor. At the rear of van not allowing enough space for the wheelchair to enter the vehicle. o Flooring – Mounts for seating needs to be reinstalled after sub floor is installed. • Workmanship of the wheelchair lift installation shall conform to the highest standards of accepted commercial practice and shall result in a neat and finished appearance. • The make and model of the wheelchair lift shall be comparable to the Ricon Titanium series. • All exterior or exposed welded finishes shall be ground smooth and be free of rough surfaces as a standard production process. • All parts, components and accessories installed shall be new. All exposed surfaces and edges shall be smooth, free from burrs and other projections and shall be neatly finished. • All wiring harness and metal and rubber fluid lines, including fuel and brake lines that are modified, altered, relocated or added shall be equal to the OEM in material quality, workmanship, installation and protection from the elements. • All electrical wiring added as a result of the conversion shall be automotive stranded copper, of sufficient gauge to handle the load. Each wire is to be color-coded and permanently labeled at least every eighteen (18) inches to identify their function. All harnesses that are modified or added to the vehicle shall be secured to the frame or body at a maximum of 12 inch intervals with insulated P clamps. All exposed terminals and wiring shall be protected from the elements using sealed terminals. Exposed wires shall be wrapped or loomed in corrosion and moisture resistant material. All connectors shall be pin connectors. A system wiring schematic shall be provided for easy troubleshooting of add-on wiring. • A flat floor shall be provided in the wheelchair passenger area except for over the OEM wheel wells. The construction of the floor shall allow a smooth surface for unobstructed wheelchair movement throughout the passenger area. • The floor shall be construction of five-eighths (5/8) inch minimum marine grade plywood security attached to the OEM floor surface. The plywood sheet shall be edge sealed and tightly butted to the next sheet. Seams shall be filled and sanded smooth. The floor surface shall be covered with thick commercial grade vinyl transit floor materials. • The hydraulic pump of the lift must be on the right side of the lift. • Vendor may not post any stickers/advertisement on the vehicle. • The pictures below shows the vehicle model and is for information only.
