Sources Sought / Request for Information
The Department of Defense (DoD), United States Air Force (USAF), Air Force Materiel Command (AFMC), KC-46 Program Office (AFLCMC/WLC), is currently conducting market research seeking capabilities packages from potential sources for KC-46 Aircraft Maintenance Support Services at the 412th Test Wing (412 TW), Edwards AFB, CA. This is NOT a pre-solicitation notice pursuant to FAR Part 5 but is a market survey to identify sources that possess the expertise, capabilities, and experience necessary to meet the Air Force's requirements.
The 412 TW conducts Research, Development, Test, and Evaluation (RDT&E) of aircraft and weapons systems; supporting the DoD, USAF, the Federal Aviation Administration (FAA), commercial customers, and foreign entities. Specifically, the 412th Test Wing plans, conducts, analyzes, and reports on all flight and ground testing of aircraft, weapons systems, software and components as well as modeling and simulation for the U.S. Air Force.
This is a Market Survey to identify sources that possess the expertise, capabilities, and experience necessary to provide KC-46 Aircraft Maintenance Support Services that exclusively support ongoing USAF and DoD RDT&E.
The Contractor shall provide management, personnel, maintenance, logistical support, equipment, supplies, facilities, transportation, tools, materials, travel, and supervision necessary to perform KC-46 Aircraft Maintenance Support Services. This includes the planning, coordination, and surveillance of the activities necessary to ensure timely resources application to accomplish all required tasks. The Contractor shall be responsible for implementing and maintaining management control systems necessary to plan, organize, direct, and control all activities under this contract.
This effort includes, but is not limited to, the following areas of support:
- Provide flightline and organizational-level maintenance for two KC-46 aircraft such as scheduled maintenance inspection, time compliance technical orders, component time changes, and aircraft modifications for testing (includes but not limited to aircraft wash and lube as well as more in-depth periodic maintenance checks known as A-Checks).
- Provide support for test instrumentation through non-scheduled aircraft maintenance, removal of components and assets, assist special instrumentation technicians in troubleshooting, removal and installation of test equipment.
- Provide adequate qualified staff to maintain aircraft availability for two KC-46s to support required flight and ground tests.
- Hire and maintain sufficient levels of qualified and trained personnel to support two KC-46 aircraft both at home and potential short-term deployed locations. Ensure all personnel meet and maintain, at minimum, a SECRET security clearance.
- Support all KC-46 test activities including future modernization and modification efforts with qualified maintenance and logistics support personnel to simultaneously maintain and sustain two (2) test aircraft.
- Perform work consistent with approved maintenance manuals for KC-46A aircraft and operations support.
- Follow AFMC T-2 Modification of Aerospace Vehicles for temporary test modifications, enhancements and upgrade support. Implement and use Electronic Engineering Development Release System (EEDRS) to create Flight Development Engineering Order (work instructions) and maintain configuration control of aircraft during test.
- Support scheduling meetings to discuss and understand the mission schedule for all maintenance and operations activities and address any issues and risks.
- Discuss status of the aircraft, maintenance and any issues that impacts contract execution.
- Support mission planning and provide maintenance and servicing information of the aircraft as required.
- Plan maintenance actions to ensure minimal impact to flight test program.
- Ensure maintenance is performed in accordance with the current USAF KC-46 maintenance program, applicable FAA and AF regulatory requirements. Ensure FAA certification of repaired assets are preserved, and assets (i.e., aircraft, engine, commodities or components and software accessories) are inspected and returned to service properly.
- Manage, track, monitor, and analyze progress, performance and issues and take corrective and preventative actions as appropriate.
- Prepare and submit all required CDRLs to the Government. Examples include:
- Contract Funds Status Report
- Cost and Software Data Reporting
- Monthly Status Report
- Input maintenance data of each aircraft in the G081 system daily prior to shift ending. G081 is the maintenance data collection system for Air Force Mobility Aircraft.
- Conduct maintenance tasks with personnel that meet the qualification of the KC-46 Security Program requirements and protect program information.
All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. No set-aside decision has been made. The resulting evaluation of all organizations providing capabilities packages will be considered in determining the acquisition strategy, specifically in determining for which (if any) small-business concerns this acquisition will be set-aside in accordance with FAR 19.5. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees for this effort.
Interested parties should submit a capability package, with a cover letter, that is brief and concise, yet clearly documents the Contractor’s ability to meet the stated requirements with sufficiently qualified personnel. Provide qualification information (type and duration of employee experience relevant to the requirements) and the level of involvement (prime or subcontractor) and the time periods for work on similar projects. The capabilities package should clearly present evidence that the interested party is fully capable of providing the required services and as such may contain any information that the interested party feels is relevant.
Additionally interested sources shall include, but not be limited to, the following information: Offeror's name, address, point of contact, phone number, email address, Federal CAGE Code, Data Universal Numbering System (DUNS) number, facsimile numbers, type of business, business size indicating whether you are a small or large business for the purposes of the assigned NAICS (488190) and any pertinent company information.
