Specifications include, but are not limited to: Phase I – THP Preparation Task 1: Document and Background Review Review Midpen’s RMPs, existing reports, and materials pertaining to the project site (Master Plan, Forest Health Plan, Woodruff Creek-Folger Addendum, Project Description, technical studies, GIS data, historic records, deeds, THPs, and other relevant reference documents). Midpen will provide consultant with relevant materials, including Preserve GIS files, for review and use. Consultant will identify additional scientific publications and/or geospatial information that can be used to support and inform the project. Task 2: Project Management Attend an initial project kick-off meeting, standing project coordination meetings, and site visits with Midpen staff and/or other consultants as appropriate. Task 3: Timber Harvest Plan Preparation Prepare a THP, inclusive of all requisite and recommended components per the Forest Practice Act, California Board of Forestry and Fire Protection Rules, and Special Forest Practice Rules for the Southern Subdistrict, for approximately 121 acres of the project area. Respond to recommendations and prepare revisions per Midpen and/or regulatory agency directives to ensure successful filing with CAL FIRE and approval from Midpen’s Board (assume a minimum of 2 rounds of review). Task 4: Outreach and Engagement Conduct outreach, engagement, and possible educational trainings with stakeholders as well as Midpen’s Board, volunteers, docents, and staff. Review and respond to public comments as requested by Midpen. Associated meetings will likely include a minimum of: • One in-person Midpen Planning and Natural Resources (PNR) Committee meeting (approx. 1-3 hours in duration, typically held on Tuesday afternoons) • Two in-person Board meetings (approx. 1-4 hours, typically held on Wednesday evenings) • One docent enrichment talk (approx. 1-2 hours), and • At least four stakeholder meetings (approx. 1-2 hours). Unless noted above, outreach engagement may be held in person or virtually at Midpen’s discretion. Phase II – Project Implementation (To be authorized at Midpen’s discretion) Task 5: Timber Harvest Plan Implementation If authorized by Midpen and pending CAL FIRE’s review and approval of the THP, consultant shall assist Midpen with project operations, including coordinating and overseeing licensed timber operators on a continuing basis throughout active timber operations, providing guidance and oversight for road and watershed improvements, and any additional tasks as necessary to ensure the La Honda Forest Health Project is implemented according to all applicable regulations, industry standards, and best management practices. A more detailed scope, schedule, and associated fees for Phase II will be determined at the time of Midpen’s authorization and incorporated into the Consultant Agreement as an amendment. The Consultant should include an order of magnitude estimate within the proposal.
