Contractor shall: 1. Contractor shall provide in person and online courses to the youth housed at the Orange County Juvenile Hall (JH), Youth Guidance Center (YGC), and Youth Leadership Academy (YLA). Contractor must obtain Probation’s approval to hold a class online. 2. Contractor shall provide services for the target population which are evidence-informed, rehabilitative, developmentally appropriate, and support the positive youth development model. Contractor shall support pro-social development by including the youth’s voice in programming decisions. The contractor shall offer services with the following: • A realistic understanding of the community and youth's real-world experience upon reentry. • Hands-on practice of life skills vs. "classroom" learning. • Curriculum that has specific objectives and deliverables. • Program to be bifurcated to cover topics for youth with a shorter length of stay (e.g. 90 days) and youth with a longer stay (1+ years). • age appropriate as housed youth will range from 12 – 25 years old. • Contractor will create a timeline to ensure all topics are covered. 3. Provide an array of services which promote healthy adolescent development and teach practical life skills. 4. Provide an adequate level of qualified personnel to provide services under this Contract to the target population. Personnel shall have the appropriate certification to teach at the level of instruction offered. 5. Be culturally competent, and based on participant needs, provide classes and any program materials in English, Spanish and Vietnamese. 6. Utilize a strength and needs-based curriculum driven by participants’ needs. 7. Appoint a Project Manager to act as a point of contact and oversee the daily operation of the program. 8. Provide curriculum to probation for review. Curriculum shall include objectives, planned activities, requirements to certify youth for each life skill topic 9. Report data as described in Section III, Scope of Work, paragraph H. 10. Except as provided below under Probation Responsibilities, cover any expenses reasonably related to the offered training.
