Firm shall provide mail house services for the Bilingual Postcard Campaign. Design of postcard will be handled by the OCTA team. Mail house fulfillment services shall include, but not be limited to, the following: • Direct Mailing Lists: Firm shall possess or have access to accurate direct mailing lists that include at least one hundred thousand (100,000) households within Orange County. These lists shall be well segmented by language, language background, and geographic location to support targeted and effective outreach o Languages shall access to at least seventy-five thousand (75,000) Spanish and twenty-nine thousand (29,000) Vietnamese language households • Postcard specifications: Double-sided (Spanish-English and Vietnamese-English), fullcolor 8.5 x 5.5-inch standard-size postcard; one hundred (100) pound (lb.) matte finish. Estimated quantity: one hundred thousand (100,000) per mailing • Multilingual Printing: Print postcards in multiple languages as identified by OCTA, ensuring high-quality production standards • Quality Control: Conduct thorough quality control checks at various stages of the printing process to ensure accuracy and consistency. Firm shall provide print proof for OCTA team to approve before printing process begins • Sorting and Bundling: Sort and bundle postcards according to postal regulations to facilitate efficient mailing • Addressing and Labeling: Ensure accurate addressing and labeling of postcards using recipient data • Postage: Manage all aspects of postage, including calculation of costs, postage purchase, and application to each postcard.
