Specifications include, but are not limited to: 1. Town Center Master Design. Assist with preparing up to three master planned design options that achieve the vision and goals of the Town Center Specific Plan and create the visualization of the master plan. The adopted master plan will be provided to interested developers for implementation and will inform a developer selection process; therefore, the final master plan will incorporate the following: Realistic square footages for commercial, mixed-use, civic, and residential buildings for all properties within the Mixed Use/Town Center Core, which includes six parcels totaling 14 acres (see Figure 2). The master plan will include affordable housing consistent with the City’s updated Housing Element. Seamless transitions with existing and planned development surrounding the Town Center. A street network that balances the needs of pedestrians, cyclists, and drivers, and connects surrounding developments and neighborhoods to the Town Center. Appropriate locations and sizes of public and private parking facilities. Location, size, and programming of a public plaza. A hierarchy of urban open space network throughout the project area that meets the needs of Town Center residents, visitors, and employees. A landscape plan and schedule. 2. Objective Design and Development Standards. Assist the project team in preparing objective design and development standards for all development within the Town Center with particular emphasis on residential standards meeting the State’s definition of “objective standards”, and create graphic illustrations to visualize these standards. The Master Architect will support GCC with a technical review and analysis of the City’s policies, regulations, and Town Center design guidelines to inform standards that include the following: Building type, height, massing, materials, articulation, and relationship with neighboring buildings and developments. Building placement and orientation. Private parking design and placement, access management, and site circulation. Utilities, public realm improvements, infrastructure improvements, etc. Figure 2: Town Center Preferred Land Use Plan 3. Community Outreach and Engagement. Assist in community outreach to evaluate and discern desirable elements of a new Town Center spatial organization and development design qualities. Prepare required visual aids and outreach materials for public input. Attend up to three (3) public outreach events, both in person and virtually, to present and receive feedback on draft Town Center master plan concepts and draft Objective Design and Development Standards. Assist with other stakeholder and outreach efforts related to master planning and design as needed. 4. Public Review and Adoption. Support the project team throughout the public review and adoption process with the following assistance: Prepare visual aids for public hearing presentations, attend up to two (2) Planning Commission hearings and up to three (3) City Council hearings to support adoption of the updated Town Center Specific Plan. Based on the City Council recommendations, prepare updates to applicable Specific Plan graphics and text related to the Town Center layout and design standards. Based on the City Council’s action, prepare the final Specific Plan graphics and text related to the Town Center layout and design standards.
