Specifications include, but are not limited to: SACOG is initiating a new program, Mobility Zones, to prioritize and advance clean, shared, and active transportation investments in equity-priority communities across the six-county region. Mobility Zones is funded by the US Department of Transportation’s Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program. Mobility Zones is managed by staff from SACOG in partnership Civic Thread, a non-profit dedicated to elevating institutionally underserved voices and co-creating communities where everyone can thrive. SACOG is requesting proposals from interested consultants to aid in: • Measuring mobility need and opportunity across SACOG’s diverse region • Identifying and analyzing zones of highest mobility need and opportunity • Identifying and prioritizing solutions to address mobility needs within those zones, and • Developing funding and implementation strategies for prioritized solutions Interested consultants and/or teams should be able to demonstrate: • A strong understanding of the six-county Sacramento region its communities, and its decision-makers • A project manager who deeply values equity • Experience with multimodal planning including, but not limited to, fixed route and demand-response/micro transit; active transportation and complete streets; car share; zero-emission infrastructure for freight, passenger, and transit vehicles; and micromobility. • Experience with plans and projects that involve many agencies and stakeholders • Knowledge of regional, state, and federal funding programs The ideal team will have a “deep bench” of expertise that can be called on as needed, including data analysis and mapping, marketing and graphic design, multimodal short- and long-range transportation planning, urban design and placemaking, funding strategies, equitable community engagement practices, and multimodal project initiation and development.
