The City of Los Angeles (“City”), by and through the Mayor’s Office of Public Safety, is seeking proposals from prospective vendors (“Proposers”) to upgrade the security surveillance camera system and its related software and servers at the Mount Lee Communications Complex (“Mount Lee”), located at 3800 Mt. Lee Drive, Los Angeles, CA 90068. Mount Lee is a strategic communications hub used by local, state, and federal agencies. It plays an essential role in disaster preparedness, including providing critical radio communications for first responders to handle emergencies effectively and protect the public. The Mount Lee Helipad is centrally located to support firefighting in the local mountains and surrounding communities. The City proposes to replace the security cameras, sensors, and related hardware and software systems that, along with the officers from Los Angeles Police Department’s Security Services Division (“LAPD SECSD”) stationed there, comprise the security system of Mount Lee. The core deliverables of this procurement proposal include the installation of eighteen (18) cameras that consist of a combination of thermal, fixed, and pan-tilt-zoom cameras throughout the interior and exterior perimeter of Mount Lee, as well as sensors and radars. Furthermore, replacement or addition of up to twenty-five (25) replacements of the control and storage systems for the camera data are needed. An upgraded set of cameras and sensors will aid LAPD SECSD personnel at the location in discerning threat levels to Mount Lee and its personnel. The proposed upgrade shall also include enhanced searchable storage, which will also help preserve evidence of any breach, should it occur, and video analytics. The project will use existing poles, exterior building wall mounts, and other existing mounts. If wires need replacement, they shall be run through existing conduit whenever possible.
